Bryan Kennedy--Sensenbrenner's 2004 (and likely 2006) opponent--released a statement today that, I think, adequately sums up the outrage we should be feeling:

Democratic Congressional candidate Bryan Kennedy questioned the reasoning for Congressman F. James Sensenbrenner, Jr.’s vote against the victims and survivors of the Gulf Coast tragedy. (Roll Call Vote #460) Congressman Sensenbrenner was one of only 11 members of Congress to oppose aid to the victims of the disaster. “I don’t know what he [Sensenbrenner] was thinking,” Kennedy said.
